  World's most cluster bombed region prepares for ban negotiations in Dublin 25.4.2008
Three weeks before major negotiations start in Dublin for an international treaty to ban cluster munitions, Southeast Asian countries have met under the auspices of the International Committee of the Red Cross (ICRC) in Bangkok 24-25 April to share views on the draft treaty and the weapon that has affected their region so severely.

PRESS RELEASE: (Geneva, 10 April 2008) As around 100 countries are poised to conclude an international ban on cluster munitions in Dublin next month even the world’s reluctant military powers are inching along at a meeting on conventional weapons in Geneva -- although they cannot decide on what sort of action to take.

Thirty-nine African countries gathered in Livingstone, Zambia on 31 March and 1 April 2008 for an all-Africa Oslo Process conference on Cluster Munitions to discuss the key elements of the future Cluster Munitions Convention and determine coordinated African positions. A strong political declaration was agreed by all present except Egypt and strong positions emerged on the controversial negotiating issues. The two African producer states Egypt and South Africa proved problematic with Egypt disassociating itself from the Wellington and Livingstone Declaration and South Africa calling for exemptions for certain cluster munitions.

Livingstone (Zambia) - 31 March 2008 - At the start of the first ever African meeting to ban cluster munitions, Robert Mtonga, representative of the Cluster Munition Coalition in Zambia, appealed to all 40 African states attending the conference to unite their voices and send out a strong message to the rest of the world that Africa wants a comprehensive ban treaty at the negotiations to take place in Dublin this May. “Too often Africa's voice is pushed to the margins in international decision making. But in banning cluster bombs worldwide, a common African voice will speak volumes and win the day.”
