Some countries taking part in the treaty negotiations in Dublin from 19 – 30 May 2008 are attempting to weaken the treaty by calling for exceptions, delays and loopholes to exclude some types of cluster bombs and seriously undermine efforts to protect civilians from the lethal threat of cluster bombs.
